We have tested on a fresh Windows XP, installing in Administrator mode with full privileges and no other software in the background and it worked out of the box. Can you confirm you have tried it on a relatively fresh install. If not, have you tried the usual suspects such as ensuring your drivers are up to date, no background tasks like virus checkers interfering, no old system files corrupting the limited amount of shared library access used by Code::Blocks.
