Is there any file that will allow BlueGUI programs to use the Windows Vista theme like there was for Windows XP?

I'm pretty sure just installing a vista theme will change whatever gui you create with blue gui, it does for me.

If using your regular .exe.manifest file doesn't make the program use Vista styles, try searching for a Vista program that has a .exe.manifest file. They're just xml files (which you can open in Notepad), and you should be able to take the content from a Vista-program manifest file and put it into your program's manifest file (RobK got the included file from the XP Microsoft Windows Migration Wizard).
