Apparently Dx9.0L will be a faster version of the current DX9, but for vista only. Heres where I read it:

Sorry, your right, DX9.0L is a faster version of DX9.0c and adds support for shader mark 4.0, and as you said is only for Vista. October DX9.0c is the last release for XP.

Actually the latest 9.0c update was this July, unless you mean it's ending in October this year.
